Mrs. Muskrat is the babysitter and helper of Franklin.
Somewhat like Mary Poppins, she has a bag with all sorts of entertaining things. Having been babysat by Granny in the past, Franklin was shy of her at first, but quickly warmed up to her. She is herself a grandmother and according to Mrs. Turtle talks about her grandchildren all the time, though they are never seen. She has a beautiful backyard decorated with things she made from broken glass, as Franklin found out when he paid a visit to her home in the fifth season. Mrs. Muskrat also sometimes drops in on the hockey games of Franklin and his friends to provide hot chocolate and watch.
Franklin helps Mrs. Muskrat to fix up an old sailboat they name the Trooper. For a time, Franklin comes to resent the time spent helping her, as it takes away from the time spent playing with his friends. However, after she praises him for the hard work that he has put into the project, he feels guilty and sees things through to the end.
In "Franklin the Hero," Franklin and Snail help Mrs. Muskrat to get inside when she is locked out of her home, despite this possibly jeopardizing their chances to meet Dynaroo, their favorite hero. Realizing what they have done, Mrs. Muskrat phones over to Mr. Heron of the bookstore to let him know of their deeds and make sure that Dynaroo does not leave without meeting them.
She is voiced by Marcia Bennett. In the UK dub, she is voiced by television and radio presenter Vanessa Feltz.

- In the Franklin TV Storybook adaptation of the first installment in which she appears, "Franklin and the Babysitter," she babysits both Franklin and Harriet, as this book was released after Harriet had been added to the franchise.
